Confronting the Global Polycrisis Breaking the interlocking cycles of pollution, warming, and poverty
Executive Summary
The global polycrisis is a problem of causal connections, not a list of separate emergencies. Pollution, global warming, and poverty do not merely coexist. They feed one another through shared stresses, domino effects, and self-reinforcing feedback loops, and the combined harm exceeds what each crisis would produce alone. A mitigation strategy therefore succeeds or fails on how well it weakens those connections (Lawrence et al., 2024; Homer-Dixon & Rockström, 2022).
The evidence has hardened. Humanity has transgressed six of nine planetary boundaries, including the boundary for novel chemical entities (Richardson et al., 2023). Pollution kills roughly 9 million people a year across air, water, lead, and occupational exposures (Fuller et al., 2022). Atmospheric carbon dioxide passed 425 parts per million in 2024, and the planet now runs at about 1.2°C above pre-industrial levels (NOAA, 2025; NASA GISS, 2025). Roughly 700 million people remain in extreme poverty, and nearly half the world lives on less than $6.85 a day (World Bank, 2024). These numbers concentrate in the same places. The regions that carry the heaviest pollution and climate burdens also carry the deepest poverty, which is why treating each crisis as a separate file keeps losing.
The policy conclusion follows from the framework. Fund interventions that break feedback loops before interventions that merely manage single crises. Three shifts matter most. First, assess crises together rather than in silos, so that every major policy is stress-tested against its effects on adjacent systems. Second, redesign the architecture of tightly coupled global systems, building firebreaks at points where energy, food, finance, and health interact. Third, exploit the handful of high-leverage points where a modest intervention produces systemic effects: clean energy for the poor, circular material flows, adaptive social protection, and reformed development finance.
The sector playbook is concrete. The pollution cycle can be shortened through source reduction, circular economy standards, clean household energy, and multi-pollutant regulation that cuts particulates, methane, and plastic leakage in the same act (UNEP, 2024; WHO, 2024). Global warming can be stabilized by completing the exit from fossil energy, protecting carbon sinks, and scaling adaptation as a complement rather than a substitute for mitigation (IPCC, 2023; IEA, 2024). Poverty can fall without repeating the pollution cycle if growth is paired with clean energy access, human capital, and adaptive social protection (World Bank, 2024; IEA, 2024). None of this is cheap, but the financing gap is smaller than the cost of inaction, and the instruments exist: development bank reform, blended finance, carbon pricing with cash-back, debt-for-nature and debt-for-adaptation swaps, and special drawing rights reallocation (Songwe, Stern & Bhattacharya, 2022; CPI, 2023).
The report closes with a binding directive for evaluating any future mitigation proposal: measure a policy by whether it weakens the causal connections among pollution, warming, and poverty, not by whether it moves a single sectoral indicator. A proposal that wins in one system while strengthening a loop in another is not mitigation. It is deferral with interest.
